Am 16. September 2020 stellte die Präsidentin der Europäischen Kommission, Ursula von der Leyen, ihr Leuchtturm-Projekt „Neues Europäisches Bauhaus“ (NEB) mit dem Ziel vor, den Wandel zu attraktiven, inklusiven und nachhaltigen Städten in Europa zu fördern. Dabei kommt der Erreichung der Ziele des Green Deal, insbesondere durch Digitalisierung, eine besondere Rolle zu.

Das NEB wird von verschiedensten Stakeholdern, auch vom Zentralen Immobilien Ausschuss, auf breiter Basis unterstützt. Die Realität ist heute allerdings noch eine andere:

Die ökonomischen Belastungen in Folge der Corona-Krise machen sich durch zunehmend hohe Leerstände in den europäischen Innenstädten bemerkbar. Digitalisierung und wichtige infrastrukturelle Maßnahmen schreiten nur langsam voran. Hohe bürokratische Hürden tun ihr Übriges.

Wie können Politik, Wirtschaft und Gesellschaft diese Folgen bewältigen und unsere Städte fit für die Zukunft machen? Welche Rolle spielt die Digitalisierung? Sind – nicht zuletzt in Zeiten massiv steigender Materialkosten und dramatischen Fachkräftemangels – die notwendigen Kapazitäten zur Krisenbewältigung und für eine aktive, vorausschauende Stadtentwicklungspolitik vorhanden? Welche Schlüsse ziehen wir aus dem Status Quo, und welche konkreten Lösungen bietet die Branche an, um das theoretische Konzept des NEB praktisch umzusetzen und die 2050-Ziele erreichen zu helfen?

On September 16, 2020, the President of the European Commission, Ursula von der Leyen, presented her lighthouse project “New European Bauhaus” (NEB) with the aim of promoting the transformation to attractive, inclusive and sustainable cities in Europe. Achieving the goals of the Green Deal, particularly through digitalisation, has a special role to play in this context.

The NEB has broad support from a wide range of stakeholders, including the German Property Federation (ZIA). However, the reality today is still different:

The economic pressures resulting from the Corona crisis are making themselves felt through increasingly high vacancy rates in European city centers. Digitalisation and important infrastructural measures are progressing slowly only. High bureaucratic hurdles do the rest.

How can politics, business and society go forward to make our cities fit for the future? Which role does digitalisation play? Are the necessary capacities – not least in times of massively rising material costs and a dramatic shortage of skilled workers – available for crisis management and an active, forward-looking urban development policy? What conclusions do we draw from the status quo, and which specific solutions does the real estate sector offer to put the theoretical concept of the NEB into practice and help achieve the 2050 targets?
